Job purpose
Lead a team and build out Project Delivery Contracts for Upstream with a focus on improving processes and performance in order to achieve balanced forms of contract that protect the company and obtain supplier acceptance.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.
Main tasks and responsibilities
- Lead the development of tender specifications as required for Project Delivery Contracts - Upstream.
- Lead the creation of Contract plans well ahead of Projects Contracts in order to meet end user’s timelines.
- lead the contract cycle through pre-award up to award.
- Lead the tendering strategy execution through best-in-class sourcing and negotiation strategy and proactively monitoring and expediting to achieve effective contracts.
- Negotiate with vendors to realize the total economic value to the company considering quality, cost and time.
- Lead tendering in alignment with the organization's policy to ensure the right contracts are in place to deliver value to internal customers.
- Lead the development and implementation of improved contractual documents through the alignment of stakeholders to achieve balanced forms of contract that protect the company and obtain supplier acceptance.
- Improve the pre/post award process.
- Develop vendors KPIs.
- Leading, coaching, mentoring and developing the Operations Contracts team to ensure optimal performance and effective succession planning.
- Lead & contribute to the development and implementation of departmental policies, systems, processes, procedures and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.
- Coordinate with other team members to collect all Major Projects Contracts requirements. Check the synergies between them and unify the common ones before starting the tendering processes.
- Review / endorse drafts of complex contracts and commercial terms and conditions (including technical recommendations) to best serve and protect the company’s interests.
- Respond to all clarification requests during the tendering period.
- Align with end user to conduct the technical evaluation. Take responsibility for conducting the commercial evaluation.
- Support the management of contract disputes to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.
- Build and maintain relationships with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
- Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever applicable.

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, international traveling, when possible and needed.
Education requirements
Minimum qualification is a bachelor’s degree in engineering, Supply Chain, Production Operations Management, or equivalent.
Language
Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable)
Background and experience
Competencies and skills
- 10+ years relevant experience in similar role
- Experience in Oil & Gas Industry
- Strong working experience in contract and claims management for the in oil and gas industry (infrastructure and/or heavy engineering).
- International / Middle East – Gulf countries exposure leading Claims Management processes for major Oil & Gas companies.
- Strong Knowledge and progressive working experience in post-award projects contract management, contract law and various forms of contract
- In-depth understanding of Contracts & Procurement management processes and contract terms & conditions, legal background.
- Strong Knowledge, and work experience in dispute resolution procedures (arbitration
- Procurement, inventory, supply chain qualifications are an added advantage.
